I am new to COD, I have completed 60% of season 6 battlepass & want to know if I buy it now will it increase me too 70% completed or does that only happen at the beginning?

If you are at 60% right now, then you are going to unlock everything. Starting from the first item on Battle Pass. You have free items. So, it goes all the way to 60%. And will continue to unlock as you progress on the Battle Pass.
