consol windows for type codes?

I know for Cheat Codes must



go to Options, go to Game Options, click on Enable Console to make it say 'Yes'.

Press ~ during game play to display the console window. Type set thereisacow 1337 to enable cheat mode

but when I press ~ don’t see consol windows that I can type.
