In my opinion Prestiging should rank players as follows:
You should maintain a certain K/D ratio, AND win/loss ratio simultaneously in order to obtain specific and top tier prestige ranks. You can still be able to unlock all perks, weapons and attachments, BUT to get special aesthetics for gun and character customization, as well as bragging rights, you must have the prestige rank to do so. In theory this would mean that the players with the higher prestige ranks would be "better" players.
Prestiges 1-5 > 1.5 K/D or higher + 1.5 W/L or higher
Prestiges 5-10 > 2.0 K/D or higher + 2.0 W/L or higher
Prestiges 10-15 > 2.5 K/D or higher + 2.5 W/L or higher
