Warzone Super low FPS using 2060

I have been gone from my PC for about 2 months and I just got back and decided to play some warzone. I updated the game and updated the drivers but I am still getting super low FPS. It'll be fine or OK for a second or two but then will dive to like 30 or 12 FPS. Here are my system settings
  1. windows 10
  2. AMD Ryzen 7 3700x
  3. 32 GB RAM
  4. Nvidia RTX 2060 6GB
  5. 256 SSD, 500 GB HDD, 1 TB SSD
  6. Two monitors: MSI Curved 27in and HP X27q
  7. nvidia driver 516.94
I have windows game mode off and I followed all the preferences on charlieintel or some other site for best FPS settings. I have noticed that my PC seems to be making a slight buzzing sound. It sounds like from the internals of the GPU but idk. I just cleaned all my fans and the sound still persists. I also tried rolling back the drivers, restarting the game and restarting my PC but nothing seems to work. Any suggestions or thoughts?
Also, while downloading shaders the FPS seemed to be ok. Once they all downloaded it went to shit. It's usually the other way around.
Finally, i have tried both monitors and I have tried scanning and fixing the installation.
