Your game did not shut down properly during your last session, would you like to start in Safe Mode?

When I was first able to press play I was hoping for the best, instead a message popped up saying "Your game did not shut down properly during your last session, would you like to start in Safe Mode?" I then chose no, and it launched for a quarter of a second and closed itself. I tried this again with running it in safe mode, and the same thing happened. I have tried to uninstall both the launcher and the game and reinstall it already and it has done nothing. I have tried to contact battle.net support and they told me to get support here. I need help and I have no clue what to do.
